Speech Advisory Committee

MEETING MINUTES & RECOMMENDATIONS January 8, 2001

The following were present for the meeting: Ken Bradbury, Special Consultant, Concord Triopia; Dana Isackson, Board Member Liaison, Macomb; Connie Starkey, Beardstown Gard; Chris Nungesser, Edwardsville St. Mary’s; Cathy Stephens, Lowpoint-Washburn; Connie Bellas, Stanford Olympia; Lisa Lox, Biggsville Union; and Jerry Keck, Flanagan.

The IESA Speech Advisory Committee, in its meeting of January 8, 2001, makes the following recommendations to the IESA Board of Directors for its January 19, 2001 meeting:

To add to the Speech Terms and Conditions and By-laws the following: Costume and Dress (New By-law 4.0864) For all events, no costumes will be permitted. Costuming is defined as dress that would intentionally reflect the character(s) portrayed. (Nicole..I suggest this change so that a contestant be allowed to wear normal adolescent clothing if they’re playing a normal adolescent) All students shall be dressed appropriately. Contest is a formal evaluation and the participant’s dress should reflect this. *Note: This would require By-law 4.0863 to drop the reference to costumes. Rationale: The addition of this by-law clearly defines costuming. We have also received several comments from judges on participants dressing more casually for their performances (i.e. pajamas, sweats, etc.). The request for appropriate attire reflects the serious nature of the state speech contest.

  1. To add to the Speech Terms and Conditions and By-laws the following: Selections (New By-law 4.08621) All materials at contest shall be appropriate for presentation by an elementary student. Rationale: Several judges conveyed their concern over the appropriateness of questionable material being presented by participants. While the Committee is sensitive to issues of censorship, it is believed that not all materials are appropriate for the maturity level of our students. This will serve as a reference point for coaches and administrators when preparing their students.

  2. To change the entry deadline and contest dates to the following: Initial Entry Deadline: Monday of Week 13 (Sept. 24, 2001) Contest Dates: Saturday of Week 17 (October 26, 2001) Saturday of Week 18 (November 3, 2001) Saturday of Week 19 (November 10, 2001) Rationale: The final week of contest conflicts with the 7th grade girls basketball regional. By moving the contest dates up one week, we will no longer be in direct conflict with one of our activities.

  3. To increase the entry fees for the 2001-2002 school year to: $5.00 for individual events $10.00 for duet events The existing entry fees for small group and chorale were considered appropriate and were not recommended for change.

To increase the judge compensation for the 2001-2002 year to $20.00 per hour with no mileage. The IESA representative would continue to receive mileage in addition to their hourly compensation.

Topics discussed include: reviewing the materials sent to judges, editing host material, editing the adjudication sheets, review of 2000 workshop, planning of 2001 workshop, “Speech Ambassadors”, Super-state concept.

The Committee also increased the workshop registration fee to $25.00 per person. This was done to meet the rising costs of the workshop.

The next meeting was set for Monday, January 10, 2002.
